2nd Ed Psionics allowed basically anyone to have a psionic power as a Wild TALENT. 3.0 does not.

All characters will have 1 Level of Psion or Psychic warrior as their 2nd level. If no further levels in this class are taken, it will not count for XP Penalty consideration...it will represent the Athasian PC Wild Talent phenomena.
