Levaria, located in the northwestern portion of the northern kingdoms on the coast, is a smaller nation. Bordered to the south by Casovel, in the east by Ruthland, and to the north by the Cold Wastes, it relies heavily on its mountainous borders to protect it from the predations of its neighbors. The fact that these mountains are heavily populated by dwarves and kobolds is a source of some tension both within Levaria and with Ruthland, which distrusts the nonhumans as a general rule.

Within Levaria, the political structure is a hereditary monarchy without gender bias and a legislative council. While the monarchy is strictly speaking in control, in practice its power has weakened heavily in the past few generations, and the current Queen Astrid III is little more than a figurehead. Real power is in the hands of the council, and the council head, one Patrice Leovic, is the de facto governor of the nation.
