Penmore City was first settled in 1840 on the West Coast between California and Oregon, around Calico Bay. At first a fishing town, it slowly expended until the end of 19th century where Penmore City knew an economic boom thanks investment in shipbuilding industry. The shipyards became the main attraction of the city and other linked sectors where developed, like metallurgy.

In the 80, the city knew a sharp economic decay as their shipyards where no more adapter for the new ship market. The economic depression was a fertile ground for gang and drug traffic to take over the poorest parts of Penmore City.

Fifteen years ago, the new mayor launched several reforms who began to reverse the city fortune. Notably, some shipyards were modernized to manufacture not cargo ships before but smaller and more advanced ships like Navy frigates and destroyers or private yachts.

Today Penmore City house 400.000 inhabitants and appear attractive again and several projects have seen the day, like the Tech-District and the Hamond Convention Center. But the scars of the economic depression are not gone, and large parts of the Docks and the Industrial District have not beneficed of this influx of money and gangs still rules these zones.
The Docks and the Industrial District Houses 65% of the population of the city, half of them descendant from immigrant, mainly Slavs, Chinese and Afro-American (the former two have more presence in the Docks while the later are more in the Industrial District).The other 45% live in the Sunset District and North Side and are mostly white middle-class family.

Covering the North coast of the bay, the North Side is middle class residential area with good reputation. Safe and peaceful it what the city aspires to become.
-Penmore City University: The university o Penmore is found on the ocean coast and offer courses on Engineering, Computers and Biology.
-The Promenade: Located along the coast, this avenue is boarded by the beach on side and boutiques on the other side, notably Dreams Hall, the largest mall of the city.
-Penmore City Stadium: The stadium of the Sea Hawks, the city baseball team.
Melody Hill: Melody Hill overlook the rest of the district and is the wealthiest part.

Capitol Rock is at the center of bay and of the town. It’s a business district with tall offices buildings.
-Calico View Park: located on the edge of the cliffs, the Park offer an incredible view on the bay and the ocean and house the city hall.

The shipyards and the docks are located on the South coast of the Bay with appartements buildings for the worker more inland. The Docks suffered from the depression and became a perfect ground for gangs and drug traffic. With the new fortune of the city, this district was divided in two, the West who was revitalized and the East who has yet to follow.
-Rainbow Avenue: Located at the limit of Capitol Rock and the Docks, this avenue is boarded by clubs and bars, many are in the hand of gang. Its animated nightlife attracts people from every part of the city, the gangs regard it as a neutral ground and keep conflicts from here to not scare away potential customers.
-Chinatown: The most Asian of the neighborhood of the docks.

The Industrial District was built in the wake of the shipyards to provide it with metal parts and other components. Mainly focused on metallurgy and machining, it followed the Docks in economic depression and criminal descent. Like the eastern part of the Docks, the district has not begun to recover and except for criminal statistics, it is of little interest for the politicians.

Located west of the Industrial District on the Sunset Peninsula, Sunset District is middle-class residential area like North Side. Because of the neighboring districts, the inhabitants have a tradition of having small group of them patrol the street at nights to deter potential thief.
-Hamond Convention Center:  A large building build five years ago to house convention and other events.
-Tech District: A new neighborhood build recently with the Convention Center, the Tech District house high-tech companies and laboratory as well a maritime institute.
-The Coast: The wealthiest part of the city, the Coast house several luxurious villas and mansions.
