The Merchant Prince and the Guild Council - The major political body of Port Azure, the Guildcouncil consists of eleven members, made up from the most powerful leaders from among the city's guilds. Each seat is a lifetime appointment, or until legally removed from leadership of their guild, according to each guild's traditions and customs. When a seat on the council becomes available potential guildmasters throw their hats in the ring and an election is held among the remaining members. This long held practice has on multiple occasions led to accusations of corruption and malfeasance, but has so far remained in place, with its supporters arguing that even if such things should take place, they are merely another aspect of honest trade and barter.

The position of Merchant Prince of Port Azure is traditionally one of power and esteem. Elected by the Guild Council from among their own number, the prince acts as both leader and figurehead outwards to the rest of world. He/she is the head of government, responsible for the daily running of the city and the enforcement of its laws. As such he/she is also the head of the of the Gilded Watch. With the power to appoint people to the various positions in the city, the prince's reach is potentially very long, though that has historically very depended on the person occupying the seat. Over the centuries Port Azure has seen a variety of princes come and go, some with the force of will or personality to lead the city to new heights, others marred by infighting on the council or outside influence. The current Prince, Aggios Nedán, has proven very capable. Able to forge alliances among the councilors, maintain order and slowly, but steadlidy expand trade, his is a celebrated reign of calm and prosperity.

Port Azure Navy - In spite of Port Azure's smaller size compared to other realms, it maintains a suprisingly large navy. Established quickly, after the city gaining its freedom, the navy started as a haphazard blend of ships of various designs, from flat bottomed scows from Ikkan to repurposed merchantmen, southern longships and zaharian galleys. Despite its lack of uniformity the fleet showed its worth, defending the waterways, and trade routes from pirates, and imperial privateers.

Since then, a great part of the city's succes has been funnelled into the security of its trade ships, upgrading its burgeoning naval force regularly. Present day, the Port Azure Navy spans an impressive fleet, Small five man ballista boats, to the massive three deck flag ship, the Merwyrm.

Led from the naval headquarters of the Sea Tower in the docks district of Port Azure, the Navy. has come a long way since its rough beginngs and is by all accounts a highly organized and disciplined part of the government under the Merchant Prince. Though the Admiral of the Fleet does not have an official place on the Guild Council, it has been common practice for the council heed the advice of, and aquiesce to any request by he/she during times of conflict where time might of the essence.

The Sanitation Guild - Though not the most outwardly powerful, important or outspoken of Port Azure's guilds, the Sanitation Guild remains one of the city's oldest and respected organizations. Created from the people responsible for taking care of the sewers, cisterns, waterways, cellars etc. beneath the city.
During the existence of Port Azure, its underground infrastructure has been reworked and enlarged several times utilizing whatever natural caves were discovered deep in the rock. These large public works along with the normal creation of cellars and basements have lead to a slow changing labyrinth beneath the city.
This means that the members of the Sanitation Guild go about their jobs in the darkness beneath the streets, trying to stay ahead of these changes, constantly updating and reworking maps and pathways to keep everything running as smoothly as possible.

In later years there have been several larger incidents of unwanted monster incursions into the tunnels, and tensions have been rising as the Guild feels that the Council and the Gilded Watch, have not reacted strongly enough to their warnings. Some have begun taking matters into their own hands moving in larger, more heavily armed, patrols.
