It's got quite a few rules but it's basically a codified version of being a Verser. https://forums.spacebattles.co...ad-10.949990/reader/
Every time you jump to a new world you get 1000 character points to spend on abilities, skills, etc.
These abilities range from simple stuff like:
[*] "Marine Combat Training (100 cp)" --the basic skills of a combat trained Marine!
[*] (Totally made up by me) "The Power of Grayskull (300 cp)" --the power to turn into a super powered muscular beefcake version of yourself!
And a ton of other stuff, always based on the reality that you're visiting in the next Jump. So like here's a Jumpchain document that tells you the costs and the builds people can import with into a Mass Effect universe:

There are a ton of worlds already written up.
You can, like a verser, still collect 'stuff' and learn skills. But .. you can also "start" a new Jump with a whole new life beforehand. So like, I could "Jump" into Mass Effect as a 500 year old Krogan warrior, and have 500 years of memories suddenly pour into my head before I actually start my Jump.
The chain ends when you die. Jumps individually usually end after ten years, or after a victory condition.
Uh.. what else..
There's more to it, you can ask if you are curious, or read that top link. There's tons there to absorb.
