It seems to me our most advantageous plan of attack would be thus:
One: We should confirm that there are, in fact, users of this Korian substance in the Warehouse District. If we find a user we have a two-pronged approach: we can follow the user to see if he buys more at the docks, or we can confront him and see if we can pry out of him whence and from whom he acquired his illicit goods. If we find multiple users, perhaps both tactics would be appropriate.
Two: concurrently, or perhaps consequently, we reconnoiter the warehouse to confirm our benefactor's suspicions that there are –quote– 'skulky types' entering the establishment and leaving again in short order. I volunteer for this portion of the plan, as my expertise lies more in objective observation than direct inquiry.
Three: Should both previous steps fail, we can be reasonably certain that the warehouse is not being used to distribute narcotics. However, if either or both of the previous steps are successful, we can be reasonably certain that the business, is, in fact, working as a front for drug smuggling. In which case, we can take the information learned from steps one and two to disguise one of ourselves as a 'skulky type' and attempt to purchase said drug. Should we be successful, we can report back that our benefactor's suspicions are correct. Our evidence will be the drug we were able to acquire along with our sworn testimony.
