Dream Rock

Dream Rock - Large Town (this is where the PCs live)

Demographics: 45% Elves, 31% ElderKin, 16% IronBlooded, 8% LichenBorn
Government: hereditary monarchy (the Fa, currently Fa Sanis)
Imports: metals, wood, stone, textiles
Exports: salt, fish, grains, vegetables, fruit

Overview:

Surrounded on three sides by the territory of Clarines (and the other side bounded by the ocean), Dream Rock is one of the smallest independent polities in the land. Despite its relatively small size (~10,000 sentients), Dream Rock has a busy trade port and good relations with the titan wood city of Clarines, its closest neighbor, though it has cordial relationships with other city-states along the Shores of the Drowned Gods. Many inland consider Dream Rock to be a vassal state of Clarines, though neither Dream Rock or Clarines make that claim.

Dream Rock is built on the corpse of the Titan-Beast Kaantu, the Great Roc of Thunder and Storms. It was founded by Fa Azur, child of Fa Hatiel, the Bow of Winter, an ArchFey of the Wyld Hunt and the nemesis of Kaantu, who fell beside her great enemy in a futile attempt to hold back the Drowning. Since then, a descendant of Fa Hatiel has governed the city, with the guidance of the ruling counsel. The current Fa is Fa Sanis, who runs Dream Rock with a very light touch, only making independent directives when there is no clear majority in the Counsel of High Seats. The Counsel of High Seats is made up of the head priests of the Star Deities and the seven leaders of the major trade guilds in Dream Rock, though the minor guilds and cults are free to make their wishes known during counsel meetings.

Recent Events:

A hundred years ago, Hoel-Brak, the Sky Palace of the northern forests attempted to conquer Clarines. Both Seafall and Dream Rock joined in the defense of Clarines. Hoel-Brak’s forces were pushed back to its own territory and the Sky Palace brought low. After the end of Hoel-Brak’s attempted invasion, Dream Rock assisted with the rebuilding of their territory, helping with the establishment of a new city on the land where their citizens had lived in the shadow of the Sky Palace. The new city is called Rata Sum, the Walled City of Scholars.

Religion:

Fa Sanis, the elven ruler of Dream Rock, is an atheist. Though she acknowledges and honors the various deities, she puts her faith in none of them. Dream Rock welcomes the houses of worship for all of the Star Deities, the cults of the lost gods, and even a sparsely populated monastery to the Drowned Gods. The only deity who is unwelcome in Dream Rock is the Cult of the Red Moon, known by believers as the Church of the Smiling God.

Trade Guilds:

Dream Rock is a relatively prosperous city for its size. However, because it has limited land and no practical means of expanding, it also has no landowners. Land property is considered to be held by the city on behalf of the citizens (lawyers for the Cult of Kaantu dispute this, claiming that the land is held in trust for the spirit of Kaantu and it must be returned once Kaantu awakens; given that a risen Kaantu would promptly destroy the entire city just by stretching, most other lawyers consider the point moot). As a result of the absence of land ownership, all citizens of Dream Rock are expected to join a trade guild when they come of age. Though all citizens are provided food and housing, regardless of their guild status (as Fa Morlu, third of her line, put it, “no one should starve just because they’re bad at their chosen trade”).
