The team gathered at the docks.

It was immediately obvious that something was happening-- a huge bulge of water was approaching rapidly, like a wave of some kind, but something was inside it!

"What is that thing?" Luna asked.

"...I don't know," said Colt.  "It's huge, and it's under the water, and it should breech shortly, unless they're deliberately staying below the surface."

"Okay, so what should we be doing?" Luna asked.

"Be ready," said Colt.  "I imagine they're going to breech shortly."

Luna did her best to be ready.

Waves splashed high against the docks as... whatever it was... surfaced!

There was a hard, iridescent, shimmering dome of a surface, but that wasn't all to it-- there was some kind of opening, and what appeared to be a number of extremely large tentacles emerging from a spot in front of it.  They reached out to grab hold of the dock as it glided slowly to a halt.

"Anyone have any idea what that is?" Luna asked.

"A chambered nautilus?" Flare guessed, but then it grew closer, and several figures emerged from inside it.

"I'm confused. Are these bad guys?" Luna asked.

"Well, they aren't attacking," said Colt.  "So that's a good start..."

There were three figures who appeared to be in the lead-- they were tall, slender, with long, finned tails and brightly-colored fins on their heads, shoulders and backs.  Two more held back, holding long poles of a strange kind that might well be weapons.  The one in front raised a single hand.

"Hello? Can you speak English?" Luna asked.

The figure looked at her, and nodded.

"Who are you?" Luna asked.

"...we come from Mu," said the lead figure.  "It is a time of war.  We were cast out."

"War? Really?" Luna asked.

"Yes," he said.  "We come here, followers of the Thrail Lineage, to find succor or aid or at least sanctuary in this troubled time."

Luna looked over to Colt.

"What do we do?"

"Ask questions before we commit?" Colt said.  "Or get information however we can."

"So, um, what is the war over?" Luna asked.

"Inheritance," said the figure.  "Largely an internal matter, at this point, I admit.  Well, they may have... ambitions that our Beloved Heir does not, but in the end, it is about power."

"I've never dealt with a war before. I feel this is a bit over my head," Luna said.

"We do not ask for you to fight one for us," said Finny.  "...unless you wish to, of course.  But sanctuary, at least."

"I suppose we should take them to the mayor," Luna said. "Is that right?"

"Probably," said Colt, "but it might get thrown right back to us."

"But she's the legal authority here," Luna said.

"Yeah," said Colt.  "And we're young.  But... it doesn't always work out in the way you think it would."

"Ah. But if they are refugees," Anna said. "Don't we need to go to the authorities?"

"Oh, we do," said Colt.  "But we aren't going to get to walk away after that.  Be ready."

"Okay. I'm ready!" Luna said.

It appeared that, in fact, they didn't have to go get the authorities-- a number of people in suits were fast approaching.

Luna flew over to one.

"Hello, mister."

"Uh, hello?" said the man in a suit.  He looked about 50.

"Are you with the government?" Luna asked.

"...Yes," he said.  "What have you done so far in speaking with them?"

"They said they were refugees looking for help," Luna said.
