Culture Holdings

Culture holdings run a gamut from small affinity groups to museums, schools and sports arenas, to massive structures that glorify a particular province or culture. Most provinces already have one or two from regional groups, be that shared education, secret societies or a ghettoized group within the larger society. Unlike other holding types, the small scale Culture holdings can generate to fill voids and may or may not have a regent, though they rarely grow beyond 1. Cultural holdings of 3 or smaller are invisible to those that also lack Culture holdings in the province until they use an Espionage action to identify them within the province.

When calculating maintenance costs for total holdings owned, they are included and do not produce any GB passively like Temple or Guild domains. Most regents get half-RP for the holding, but Bards and Priests of Laerme get the full amount. However, they do provide a source of RP beyond the limits normally placed on a regent by their bloodline score.

During your maintenance phase, create your temporary RP pool for the Domain Turn by taking half of your holding level, rounded up, combine all your Culture holdings into a single pool. During that Domain Turn you may spend RP to improve or hinder the action of another Regent in a domain you own a culture holding by up to half your culture holding level in the province, rounded up, per action.

The regent of a culture holding also can use the Progress action for cultural matters, including Social advances. They also gain a special use of the action to integrate a significant alternate cultural group already present in the province into the mainstream. This provides access to any special units or other unique Realm abilities they may have. For instance integrating Vos would allow the recruitment of Varsk cavalry. IUntegrating Elves would allow for their ability to build up the province level without ruining the local source holdings, although likely lesser in form without further Progress.
