Agent Spencer Graves is an ARD Agent, but has some sympathies for the Abnormals he deals with on a regular basis. He's a member of Outreach, the faction of the ARD dedicated to altering the culture of the agency to be less militant and improving relations with the Abnormal community. This is a decidedly difficult task.
