Lily was born in the city of Boneyard, in the New California Republic. She married young, to a strapping NCRA private called Francis Koalegre. Koalegre was transferred to the 1st Reconnaissance Battalion, so the young couple moved to the Mojave.

Life in Camp McCarran wasn't easy for Lily. She was far from home, she didn't like the other army wives much, and Francis spent weeks on end on patrols and raids. Things were going down, and then the Bitter Springs Massacre happened. Francis took part in it... and he enjoyed it. While many of his brothers in arms mustered out, traumatized, he became darker and more violent. As a way of revenge, Lily had an affair with a high-ranking officer at McCarran, which was the last straw. Francis killed the officer and nearly killed Lily as well. He got twenty to life at the NCR Correctional Facility and Lily left the military base to start a new life at The Strip. She became "Red 38" - dancer, gambler, swindler, thief or whatever the situation required.

Two years later, Red 38 heard the news of a prison break at the NCRCF. Knowing the first thing her ex-husband would do as soon as he was free was come after her, she quickly gathered her stuff and left New Vegas in the middle of the night, escaping southeast along Route 98...

Red 38 is petite, with the hair and body type that earned her that nickname. She wears a plain wedding ring in her ring finger. She's still dressed in her casino chick outfit: a green leather corset and knee-length black skrits, with heels. She's currently packing a calibrated 10mm pistol.
