Mayor Rousseau is the leader of the community of Aldergrove, a largely self-sufficient farming town in the Fraser Valley. He is from the East, originally from Toronto.

His main concern is the motorcycle gang calling itself the "Razorbacks", based out of Matsqui penitentiary to the east in Abbotsford. He is also conflicted about accepting an offer of support from US Army troops. On one hand they are not accountable to the US or Canadian federal governments and largely operate as they like without restriction across the border as they see fit. On the other, Aldergrove would appreciate their help should the Razorbacks mount an attack.
