Chloe is the middle of Victor and Geneva (Fiske) Andrew's three children.  Being the daughter of an Army corporal meant that Chloe spent a lot of her early childhood moving around the country.

At the age of six, Chloe's eight-year old sister, Monica, developed leukemia and died two years later.  Less than a year went by before her parents divorced and she and younger brother, Elvin, went to live with her mother in Los Angeles.  Unable to deal with her depressed mother and her series of weird boyfriends, Chloe begged to go live with her father.  Finally, her mother relented and she moved to Hawaii.

At 18, she moved off the base into her own apartment, shortly before her father was deployed to Iraq.  She stayed behind and started working for a construction company, moving up the ranks until she became head of purchasing.

Just before her 23rd birthday, her boss was arrested for embezzlement, sending the company into a frenzy.  Two days later, she and several coworkers were questioned and arrested.  Later, all charges were dropped against her and three others, after it was determined that her boss had forged their names on documents.  The cleared charges didn't stop her company from firing everyone, however. Compounding matters, she was also called to testify against her former boss, which resulted in a conviction.

She met Cedric Johnson during their trials and dated him for a while, until he left Hawaii.  Currently, she is unemployed, single, and bored, spending most of her time trying to sell lousy crafts to tourists just to pay rent.
