Cryo was raised in an federally run orphanage after his parents abandoned him when they learned of his powers.  As could be expected many of the other children resented and feared him for his powers, so he learned to count primarily on himself.  When the government propositioned him to join the Galaxy City Avengers he felt he finally had a way to give back, and discover his true fate.
