Full name is Feofilakt "Filat" Filipovich Volkov. The diminuative of Feofilakt, Filat (pr. "Fih-LYET") it is Old Greek for "guarded by God". The patronym "Filipovich" indicates he is the son of Filip.

Son of Filip, married to Olga, father of several children including Olov Filatovich. He is a member of the local Orthodox Russian church. Filat was raised to be a member of the vysotniki clan, the hunters for the Soviet community. His wife Olga was a fellow hunter.

He joined the Morrow Project both out of gratitude for what they have done for his community and the Puget Sound, and to keep an eye on them!

Filat is somewhat of a short, burly man and now dresses in Project BDUs over a traditional striped blue-white telnyashka long-sleeved T-shirt. Normally he would wear moccasins but he has gotten ahold of a pair of running shoes from a Contact kit, just like the Spetsnaz wore "back in the old days"

At this time of the year also wears his ushanka (black bear fur winter hat with red star badge) but he also has his traditional blue airborne beret. He typically disdains wearing a helmet but does have a Kevlar helmet and vest. With his basic issue, plus weapon load, plus blow and quiver with arrows plus starlight scope he is not burdened.
