Brief Bio: Owen is an interesting individual.  He is definitely powerful enough to rank among the ancillae pushing elder status, which makes him an extremely powerful neonate, or almost as old as his sire, or a very good bluff.  There is another set of possibilities too, but many don't like to consider them.  Some have whispered that he is Primogen Davis's sire, that the two are significantly older than the say, or that Mr. Costigan is not actually related to Primogen Davis at all.

No matter the case, Mr. Costigan is influentially strong, socially sophisticated, and particularly martial.  He owes few debts, and a lot of the ones he does acquire, he quickly pays off.  It is also no secret that Mr. Costigan is the balance between his sire and Primogen Ratcliff.  More than once, he has dealt with the Ventrue in order to prevent accusations of foul play from either of the elders.

Finally, Mr. Costigan has a bitter rivalry of his own.  He has tried and failed on several occasions to make a bid for the lofty position as the city's sheriff, and with each failure he was left further and further from Sheriff Castillo.
