A retired military Scout Officer who, like many, worked in the Gray areas... some of the Crime groups are not his friend, but that's old news. They might find a way for him to make it up to them ... killing retired officials makes you a pariah, as then all officials feel threatened  All of them want you gone, so it's a bad thing to do... but then again, you can squeeze a little w/o fear of too much retribution so long as you don't go too far.

There are quite a few who would see him suffer with glee ... certainly certain political groups and the Politicians who likely lost money from some of his actions ... he din't get to retire as a Colonel! Someone short circuited that! so he has enemies.

As for what he is doing... he is using his knowledgee to further his own finanaces. He hopes to retire in a few years to set up his own operations... might be a farm, or a vineyard or perhaps his own merchant fleet. Use small ships that can carry small loads to less serviced areas for a higher fee ... He hangs with his old Scout buddies when he can and they taking care of each other in many ways... Once a Scout, always a Scout ... and it works both ways. Cyril sees that the Scouts get tips and information, and they provide the same back to Cyril. It means Cyril's ship sometimes knows things and can avoid trouble. Or can take advanatge of someone elses troubles quite profitably.

Cyril is moderately loyal to the government, but intensely loyal to the Scouts.
