The Abnormal Registration Division (ARD) of the Department of Justice was established in 2018 after the passage of the Abnormal Powers Registration Act. The agency oversees federal law enforcement involving Abnormals and threats to national security. Its stated agenda is to regulate the use of abnormal abilities in accordance with the laws of the United States of America and to investigate any abnormal threats to the safety and security of the United States and its citizens. Many of those recruited, however, have it out for Abnormals, and the agency as a whole has been accused on trampling civil liberties in pursuit of unregistered Abnormals.
