Winston is one of the few agents that has spent more than half his life in service, even at his young age. Following an incident in his youth <details classified>, Winston was transferred from protective service under the Library to a ward of the institute. Following his coming of Age and a series of testing, he was allowed to join as a junior Agent before becoming a fully recognized member of the Library two years later.
He has received several commendations and is a senior agent in good standing.

Psychological profile.
<All profiles as a minor are classified>
As an adult, Winston is a mild introvert, a possible side-effect of the trauma he has experienced. While in recent years he has become more personable, it is presumed he is only doing so to avoid further evaluations and counseling. His surrogate handlers still keep close contact with him, though it has, again, lessened with age.
His behavior is typical of most humans: fluid, but without the sudden shift of more volatile cases, or the mercurial fey. But there have been noted exceptions on filed reports where he has deviated from expected outcomes.
One such case involved him threatening the life of a troll, Winston lodging a gun barrel up it's nostril. Though the troll laughed it off, Winston did not offer a satisfactory explanation and he was put on leave. It had been noted that while such is a common tactic employed by other trolls, the Library did not find that acceptable. That case is pending further review on appeal.

A second case involved a mixed audience of fey and human children. A mishap had occurred where the fey children were a little careless (as children usually are) and had put the human children in danger. Winston was able to diffuse the situation in a diplomatic manner with minimal harm to either party. It involved "silly string".

Sticky Note: The pairing of Winston to a Luminous Despair is still pending review. It is unknown how one is affecting the other, but so far nothing catastrophic has yet to occur. Given previous situations that are classified, one is curious as to what might happen.
