That the Watcher-in-the-Dark is a vampire is undeniable. She is utterly horrifying.

She stands roughly 5'9" tall and is thin enough to seem waifish and slightly malnourished but not actually anorexic or skeletal. Her skin is fine, pale and almost flawless, except for a gentle scattering of pale freckles across her nose and a light scar low on the right side of her jaw. She has curiously wide sky-blue eyes that pale to white near the deep black pupils.

All of this would seem quite normal - but there are hints of the supernatural that are just... off.

While many have black hair, hers lacks the brown or blue tones that most people carry. It is flat black, devoid of either warmth or cold, almost like they were finely-spun strands of shadow. Likewise, her eyes are perhaps an unusual colour, but that would be a mere curiosity if she ever blinked them. She does not. Ever. Blink.

All of this, though, is secondary to the near-palpable air of dread that follows her wherever she goes, drawing forth terror from those nearby simply by existing. This, beyond anything else, marks her as one of the Mora - a Night Hag - to whom fear is as wine.
