Joseph Garcia was born in Albuquerque New Mexico in 1953 and joined the US Navy in 1970. While his initial training was that of a machinist mate, Joseph applied for and underwent UDT/SEAL training. Ranking near the top of his class he was assigned to SEAL Team 1 and in 1971 served a single tour in Vietnam. He then served a second tour in Vietnam as a SEAL advisor from 1972-1973. As a SEAL advisor Joseph often conducted operations in Loas at the behest of the CIA. While the majority of SEAL advisors officially left Vietnam in 1973, Joseph returned in 1974 after being recruited by the CIA to continue running clandestine operations until 1975.
In 1976 Joseph officially joined the CIA and participated in one of that organizations numerous super soldier programs. The augmentations did not put him on par with most super beings but made him more able to survive an encounter with one.
From 1976 until 2010 Joseph was dispatched around the world to conduct clandestine intelligence gathering, and assassinations around the world. In some cases, he encountered super beings, and in other cases he did not. At some point during this time, Joseph had to permanently assume the cover identity of Valentin Avellan a Special Agent with the Diplomatic Security Service.
In 2010 Valentin Avellan went from the operations side of the house to training new field agents, but was still sent abroad for some assignments as he was one of the most experienced augmented operators for the CIA.
In 2019, Valentin Avellan was forcibly retired for a combination of factors. One was his age, and the augmentations he had received were beginning to wear off. Two, it would be pretty embarrassing if the elderly agent was killed or captured during an operation abroad. Three, upper echelons of the CIA saw Valentin Avellan as just some old relic of the cold war. Four, Valentin Avellan would often suggest actions that while would lead to favorable results did not adhere to the less risk adverse policies the agency had adopted.
As a retiree for the past three years, Valentin Avellan has done some consulting jobs for the Federal Government, but has found these jobs to be pretty boring.
A former student of Valentin Avellan suggested he seek employment with LESP in Center City where not only could he pass on his knowledge, participate in active investigations and conduct surveillance operations.
