He cares only for his clan and the force, and finds the Empire and Rebellion to be mere distractions to his greater goal. Mipih wound up on Nar Shadda to avoid capture after Naboo fell to the Empire. The Empire does not reach this moon, and Mipih is using this criminal center as a way to further his knowledge on the dark side of the force because it is so prevalent here.
