Service record: When he turned 18 Parviz Volkov applied to Starfleet Academy and was accepted into the Science division program, research track.  He performed well but was noted for vocally having less than popular opinions regarding cybernetics, brain-computer integration, and somatic genetic alteration--namely in favor of common use of them.  He never held any bad feelings against anyone who argued with him, but would argue to the hilt when actually in said argument.  Parviz performed admirably during the Breen attack on Earth during his Junior year, assisting a few classes in the wing he was in reach the shelter.  In the wake of the attack, though, he did initially display some distraction and threw his attention into studying the Breen and Dominion even more than his wartime classes encouraged him to.  His cadet cruise was mostly uneventful but his commanding officer noted he was 1) quite skilled at field research and 2) unafraid to bluntly tell a superior they were wrong.
    These characteristics led to his first assignment being the Cheyenne-class USS Ensil'ka on deep-range patrol and exploration duty.  Parviz was quite fine with this as the exploration elements gave him good experience and interesting challenges, the patrol duties gave him time for research, and full research positions preferred officers with actual field experience.  However, after his initial stint on the Ensil'ka he was retained for the ship's next deployment as well due to the fact that he was as blunt and willful as ever (never reaching full insubordination but not earning him points with a number of his superiors), still openly held views Starfleet research wished to distance themselves from in public, and was too skilled to unload on a minor station posting.  Parviz held no animosity towards this decision--he still wished for a full research position but understood the reasoning.
    Given his strong performance record Parviz's superior officer, Lieutenant Commander Pagro, later recommended the young man for promotion and the Chief Science Officer posting on the Wanderer.  Parviz had shown his capability in the field along with demonstrating leadership and administrative competencies when assigned lead on project teams.  His familiarity with the Dominion (he never let go of the "learn everything" coping mechanism) without excessive ill feelings from the war was also a plus and given the remoteness of the assignment would be unlikely to annoy anyone too high up.  Pagro saw Parviz Volkov as too valuable of a resource to be squandered on just filling out a science department.  Starfleet Command took his recommendation and Chief Science Officer Volkov was shipped out to the Gamma Quadrant.

Pre-Starfleet: Parviz Volkov was born to Starfleet Officers Farzin Volkov (Jalili) (father, design engineer) and Ana Volkov (mother, emergency response specialist) on 23 May 2355 on Starbase 234.  Shortly afterward his parents were transferred to Utopia Planitia on Mars.  Young Parviz did well in school on Mars with some special education assistance for learning and social issues.  However, Parviz developed marked anxiety in the wake of the Borg attack in 2367 given how close they came and the weakness of the fleet.  His parents took him to therapy and recommended he counter his fear by researching and understanding the Borg with the thought that the known is far less scary than the unknown.  Parviz threw himself into this (or as much as he could with publicly available information) and even grew fascinated by them to a degree.  This intensive research into what he feared developed into a pattern for Parviz.  This intensive research dovetailed well into an emerging interest the the sciences.  Although the family mostly stayed on Mars either of the elder Volkovs would be given a temporary assignment elsewhere.  Parviz would stay with the Mars-based parent but they ensured he had at least one chance to visit his other parent and experience what life was like at the location of the posting.

Personal Details: Very well read on things that have scared or worried him.  He has a great interest in cybernetics and bioengineering but a solid science background.  Strongly opinionated and willing to argue for what he is passionate about, but always sets conflict aside afterward as he views that peace has to be made after a conflict is over...and he is self-aware enough to realize he can be a bit much.  He has an elevated sensitivity to light and sound, often reducing the brightness and volume of equipment he is using when others don't benefit from seeing the outputs.  Parviz has also been known on some away missions to wear modified polarizing lenses with an augmented reality overlay integrated with his tricorder.  In his spare time he enjoys participating in and creating holonovels/holoprograms ("It's like programming a simulation with plot points") and has taken up Javik, a Bajoran card game.  Given the fact that like Human tarot the deck is used for both fortune telling and a recreational game Parviz has taken advantage of this to unnerve some more superstitious crewmates by sometimes publicly playing a solitary variant.
