If the Sabbat still ruled Portland, Gisela would no doubt be in Sheriff Jordan's (equivalent) position. But they don't, and thus she isn't. She's simply the Hound in charge of cleaning up the messes, sweeping breaches of the Masquerade under the rug, getting rid of dissenters and witnesses. She is the poster child of the Lasombra's newfound commitment to the Camarilla's Masquerade.
And a Lasombra always gets the job done, no matter what.

Portland had been under Sabbat control for two centuries, so the Shadow Dancer's methods are positively angelic compared to the methods of the past. But she's still a dire warning to the fledglings waking up into the night. Don't fuck up; the Deputy is not kind to fuck-ups.
