Joseph Herter is mainly known as the Keeper of Victoria Mansion, but maintenance of Elysium is only one aspect of his varied role in the heart of the city. Herter maintains the public historical landmark through a network of trusts, foundations, political operatives, government cronies, and ghouls in the right places. He is one of the main hands of Ventrue control on local Portland politics. He is a central figure in the clan, but his work often leaves him dealing more with the kine than with Kindred.

Like his political operations, Victoria Mansion is kept up to a very high standard. Everything must be exactly where he wants it, as clean as possible, maintained to a strict schedule. Although his critics often call the Courts at Victoria Mansion uptight, stuffy affairs, it hasn't stopped the Prince from calling upon his arrangements more often than any other Elysium.
