Description:
An human male in his mid to late 20s, Kel's amiable mien and easy smile is frequently belied by a certain wariness in his body language or a flinty calculating stare.  Kel's other immediate noteworthy feature is his careful grooming and affect.

Notes:
Born on the tiny SuSAG (Schunamann un Sohn) owned colony world of Shusa Liishli, Kel was deported when his parents died in an accident in their lab as he was no longer a dependent of a SuSAG employee(s).  Having already secured an appointment to the Imperial Naval Academy of Capital, Kel left the frozen world a bit earlier than expected and under less than happy circumstances.

While Kel's performance at the Naval Academy was exceptional, it was cut short late in his 4th class year when he was separated by administrative decision due to "...failure to uphold the standards of the Imperial Naval Academy."  Considering the cheating scandal that was rocking the Capital Naval Academy at the time it was widely assumed Kel's removal was in connection to that incident.  Rather than give up a naval career, the former midshipman enlisted in the Imperial Naval.

While his job evaluations were sterling, Kel's duty assignments were not.  Any attempt at a career in the Imperial Navy seemed blackballed from the start.  His luck changed with his billeting to the INS Blazer.  The destroyer's crew had a bad reputation, both for discipline and performance issues.  The ship's skipper, Captain Holli Graf, likewise had a poor reputation as unlikeable  and for rumors about her competence.  However, the Grafs had a long history of service in the Imperial Navy and it is likely those connections secured her a command of a destroyer patrolling the Imperial Frontier.

After a 'misjump' the XO of the INS Blazer, Commander Dhougz Doeth Knaerrgh, led a mutiny in which Kel was instrumental in preventing the ship from falling into the mutineers hands.  Proceedings on the Mutiny of the INS Blazer cleared Kel of wrongdoing for accessing and using command codes to lock out the ship's controls and concealing a weapon on the bridge before the mutiny since he had made "...all reasonable efforts to inform and warn the Captain of the likelihood of mutiny before resorting to extraordinary measures."

Captain Holli Graf was awarded the Purple Heart and MCUF as the Court Martial exonerated her and recognized the Captain's heroism in leading the loyal crew against the mutineers to hold the ship until help arrived.  Her emergency field commission of crewman Kel Tallon was made permanent (likely through the influence of the Captain's sister, Admiral Robyn Graf).  Sub-Lieutenant Tallon is currently assigned to the INS Artful.
