Physical Description: Squat build, 4', 3" & 113 Pounds.

Personality: Good natured, jovial and a bit of a Hedonist, Okar is a good talker as well as a listener. His attitude is almost ascribed as one who has studied the Earth philosophy of the Tao.

Bio/History: Okar hails from the First Federation, a interstellar government similar to the United Federation of Planets but established a few centuries prior to the UFP's founding. Okar joined Starfleet out of a desire to see the galaxy beyond the First Federation's borders as the majority of his people are content not to leave the safety of their space and homes.

 Although excelling in the sciences, he opted to focus his training to be a ship's counselor as he found he could easily talk to people of almost all species and those around him found his easy to talk to. His parties and get-togethers at the Academy were the talk of his  graduating class but only once was Starfleet Security called during a raucous affair off campus at Admiral Ross's house where Okar, the Admiral's son, the Risan Swim Team, the Orion Ambassador & his retainers, at least 130 cadets and music entertainer L. Q. "Sonny" Clemmons were involved. Although reprimanded by the Academy headmasters, it occurred off campus, the Admiral's son invited the parties involved and there was (surprisingly) no damage to property and no injuries.

 After graduation his first assignment was on board the U.S.S Fauchi, a hospital ship where he put his skills as an Assistant Counselor to the test with many species who were dealing with injuries that affected their mental state. His second tour was on board the U.S.S. Venture but here is where he found himself at odds with the Chief Counselor, a Lieutenant Cath'kar, an Efrosian who could not stand Okar's laid back, easy going nature towards his duties.

It was Cath'kar's "recommendation" that re-assigned Okar to the U.S.S. Kitty Hawk as Chief Counselor on the fringe of Federation Space with the intention that Okar would find such an assignment low, demeaning & no chance of notoriety or advancement but Okar looked forward to it as it would be a new experience and would allow him to properly be a better Counselor and not be subjected to a petty superior - and told him so calmly & matter of factly - to which he yelled for him to leave his office.

Packing his bag with his things & what few personal belongings he had, he boarded a transport ship bound for Starbase 66 & his next assignment.

~ Okar loves Tranya - the spirit that is associated with his home, The First Federation. As a Klingon loves Blood Wine, Cardassians enjoy Kanar & Romulans delight in their Ale, Okar's drink of choice is Tranya.

~ Also he wears special anti gravity shoes which allow him to reach for things beyond his height as some places are not suited or built to his stature. This device is not for prolonged use and does not allow him to fly about - just when he needs to go up vertically without the use of a ladder or stool (Maximum celling height of 10 feet & can keep him aloft for 15 minutes of continuous use before a warning beep lets him know that the charge is spent and will bring him down to the ground).
