Toomy sports a goatee and wear a perpetual scowl which suggests a general distrust for others. He bears no distinguishing scars or tattoos and has been known to shave is beard and cut his hair to reduce his chances of being recognized by those who don't know him well. While not an ugly man, his looks are average at best and his similarly unimpressive education has made him defensive of what he believes to be belittling comments aimed at either attribute. His first instinct is to respond with physical violence but this tendency has led to a lot of trouble so he works hard to restrain himself. In fact, it is in no small part due to his violent outbursts that he was incorrectly suspected of the Chicago killing which is how he got to Providence.
