Harlan is one of the few "private" pilots residing at Zephyr Base. The son of one of the colonies original founding pilots, he inherited the position not through any sort of legal process, but rather sheer exposure to the trade and a lack of interest in the position by other parties.

In practice, Harlan ensures that his craft is properly maintained and remains available for on call services, as he gets paid a cut from the local officials.

Since he is an "in house" resource for the Colony, the cost per mission is low and he has plenty of work.

He is a familiar face to nearly all the locals.

A rough and tumble sort, he has an easy smile, short blond hair and kind blue eyes.
