Lucricia was born in a remote village on the Moonshae Islands, only child of a fisherman and his exotic looking wife.   They lived among the Ffolk, a rustic people of simple pleasures and ordinary days.
Little Lucricia, however, with her bluish skin and strange way of looking at everyone, as if they were on display for her benefit, made her a bit of an outcast, a solitary figure who tried to make friends, but ended up mostly lurking on the edges of the village in her spare time, watching her fellow villagers as if she were a sage studying them for research.   She learned the histories of the village and the villagers.  She learned their songs, their jokes, and their hopes and dreams.
Her long suffering father tried to include his daughter in village goings on, but his awkward daughter always had a talent for pushing boundaries too far and making people feel uncomfortable.   This continued until Lucricia had learned, she felt, about all she could from her small village, and wanted to see the world.  It was too late to fit in with her village, but her father gave her a crash course in "fit in" with others.  Or at least to fake it.
So with this new, if not perfected, skill, Lucricia went out into the world, working to learn everyone's stories, everyone's histories, and what makes everyone special.
Arriving in Waterdeep on a fishing trawler, the young bardic student went to work immediately studying the sprawling metropolis.
 It was a bit much.
Overwhelmed, Lucricia decided instead to take the city in smaller bites.  Something more focused and, for lack of a better word, episodic.
Then she had an epiphany.  She'd get work on one of the myriad of ships in the vast harbor of Waterdeep.   It was perfect.  She'd document the crew, their daily routines, and the various peoples they encountered.
Unfortunately, no ship would have her.   Despite her time growing up in a fishing village, the bard had only minimal sailing skills, and certainly no experience with anything larger than a rowboat.   She got rejection after rejection, either for her lack of experience, her unusual appearance, or her odd way of talking.
Then she found the Tempest, a ship that seemed to not care who she was, or what she could do.
This would have been a red flag to anyone else.  To Lucricia, however, it was her final chance to be part of an epic Adventure.
And she was happy to join the fun.

A bit talk and gangly, Lucricia's bluish skin, silvery blue hair, and slim face betrayed her supernatural ancestors.  She wore leathery armor occasionally, but usually just had eccentric, mismatching clothes with lots of pockets, sacks, and pouches.  She had three instruments strapped to her body, a small set of Ffolk drums, a dulcimer, and a sharn (it's good to have options).   She was quick with a song, a joke, or an inappropriate (usually not on purpose) comment.
She wanted to learn everything, and then tell everyone about it.
