Charlie is in his 40s apparently.  He usually dresses in slacks and a button up shirt.  His thick brown hair is always brushed and clean though he usually has a 5 o'clock shadow going.  He's rather handsome fellow who clearly takes time to maintain an almost professional appearance.

He is happily married to Marie and the two have been together for as long as anyone there can remember despite their significant differences.  He's generally quiet, doesn't talk very much.  Charlie's calm is a staple and reassurance of the community in Sanctuary.  It makes him one of the more approachable members of the Council (he is the 'head' of the Council) and someone people can always approach if there is a problem.
