Victor Soon is a well-known criminal within Metahuman circles, and particularly within Hong Kong. He specializes in not taking any sides besides his own, and in knowing at least a little about everything that happens around him.

He is known to have metahuman abilities related to shifting dimensions, and strong associations with the Hong Kong triad. It is said that his primary method of gathering his information is to use his connections to collect and sort through the rumors around him, and to find enough suspicious coincidences to finally arrive at the truth.

GVD (Generalized Visual Description):
Victor is a late-thirties aged man of unremarkable build, of Chinese/Malaysian heritage. His hands and arms have numerous faded tattoos, depicting symbols letters and numbers which we believe he gained while serving time in Pak Sha Wan correctional facility, and many of the symbols[*][**][***][****] are believed to relate to his affiliation with the Hong Kong Triad. He wears a black suit most of the time, with a loud undershirt. He is a heavy smoker, and often uses a pair of sunglasses to hide his face. All of these factors combine to make him appear fairly typical looking for a Triad gang member, which is presumably intended as invoking the reputation of organized crime would be useful for him.

Political Alignment:
Independent. Information source and consultant to the ITDSA on occasion. Believed to have Namidian clients. Triads (Straw Sandal, liaison between multiple subgroups. Internal enforcer).

Superhuman Abilities:
Victor has the ability to 'step' between dimensional boundaries. Transforming himself to have greater or fewer dimensions than the traditional three. This confers some specific strengths and weaknesses in each form. As a general rule it takes around a second for him to step up or down a dimension, he has the same mass regardless of the form he takes, and he is only able to draw fresh breath in the 3rd dimension. In lower dimensions, it becomes more difficult for him to perceive his environment, and higher dimensions are difficult for him to fully take advantage of because their use can become quite complex. He can carry objects and people with him while he steps between dimensions, but if he abandons them there they will 'naturally' begin to pass through dimensions until they return to the one that they originated from; this process takes a few moments per step, with heavier objects taking somewhat longer. When he 'steps' between forms Victor must pass fully into it, and so far has not shown any ability to perform partial transformations.
For the benefit of this document each 'dimension' that Victor can occupy will be denoted by the number of vectors, for example; V3 denotes real space.

V0 (Point): Victor occupies a single subatomic point in space with a total radius of 0. Utterly untouchable to any physical attacks and undetectable except theoretically by very precise gravity measuring systems. It is believed that in this state Victor is left completely unaware of his suroundings. For all intents and purposes, this form is equivalent to Victor ceasing to exist for as long as he maintains the form.

V1 (Line): Victor occupies a line, which can move forward or backward through our space. He can change the direction of this line, and traverse along with it around as fast as a regular human can run. From what we understand of Victors physiology the line he occupies should be the same thickness as a carbon atom- which while still virtually undetectable and indestructible is theoretically more vulnerable than his V0 form. In this form, it is believed that his senses are greatly reduced but function to some degree. When he moves as a line his thickness is so minute that he can pass through most solid obstacles by simply 'walking around' the molecules that are in his way, although doing so seems to slow him down depending on the density of the material. From an outside perspective when Victor enters and exits this form he appears to teleport short distances.

V2 (Plane): In this form Victor appears normal from one angle, and invisible from another. Appearing not unlike a cutout poster of himself, although one that is capable of moving and acting for itself. As a flat plane he can 'fold' himself, which allows him to manipulate 3-dimensional objects by wrapping around them. His most noteworthy benefit of being in this form is that he can transform his bare hands into incredibly sharp and hard blades, which can cut objects easily at the molecular level. Although his 'knives' only have the same mass as his regular hands their weight is pressed into such a thin shape that they are effectively indestructible when met head-on. In this form, he is somewhat vulnerable, and it is believed that an attack striking his 'flat' side would inflict the same damage to him as it would to him in his normal state. In this form he is able to communicate and perceive his environment almost as well as he could normally, although his voice (and presumably hearing) is said to sound quite 'tinny' and 'flat' compared to it's normal state.

V3 (Victor): Victor appears unremarkable when existing in normal space, with no additional special abilities in this form. It is worth noting that this is the only form that can draw oxygen into his bloodstream, and so he must return to it around every 2 to 3 minutes or so to prevent himself from becoming winded and eventually suffocating. The longest time he was recorded as staying out of this form was for 6 minutes and 32 seconds, although he was rendered breathless and nearly incapacitated upon returning to V3.

V4 (Observer): Victor has displayed abilities on occasion that suggest that he has access to higher dimensions as well as lower ones. Very little is known about this, besides the feat of his exploits outlined later in this document. What is known is that Victor struggles to take full advantage of his abilities as a 4th dimensional being due to the apparent complexity it involves. He appears to use it best when he has had time to plan it's use and to perform the action he wishes to take. Because of this, he does not seem to use this ability often for combat outside of a few basic maneuvers. Although his ability to confuse attackers and evade attacks is increased in this form, any actual damage he sustains will still affect him fully.

Our current understanding of his abilities in this form suggests that he begins to perceive the world and the events happening within it to be not unlike a 'stage with actors'. Although he can choose to act as a part of the show he can also choose to exit the stage to cease existing to the actors, and alter the events of the show by throwing objects onto the stage from the audience. This analogy is imperfect, as Victor has demonstrated more abilities than just this, but it helps to understand his abilities in this form when you think of him as an observer looking in, rather than a participating member.

Here is an (incomplete) list of individual abilities that Victor has demonstrated by manipulating 4th dimensional properties:
-Ability to alter his own size
-Ability to become intangible
-Ability to shift throughout the color spectrum
-Ability to partially or completely cause parts of his body to cease existing
-Ability to manipulate objects remotely
-Ability to become selectively observable to different targets (invisible and inaudible to a camera, but able to talk to the person operating it, for example).
-Ability to create multiple 'instances' of himself or an object (damaging one appears to damage them all, however).

Although the limitations of his higher dimensional forms seem distant, they do exist and he does not possess omnipotence or other abilities outside of dimensional manipulation. Here are a list of things that Victor cannot do that have been previously flagged as concerns by our agents:
-He cannot time travel (Popular science suggests that time is the 4th dimension, but Victor seems to have no method of interacting with it).
-He cannot visit alternate universes (Again, popular science suggests this as a possibility for how higher dimensions may function, but they do not seem to be how Victor's own abilities operate).
-He cannot create new objects or supernatural effects in the 3rd dimension.
-He cannot bring objects from alternate dimensions to our own (Victor has never referenced any content or objects as originating from anywhere besides V3 space, suggesting that ours is the only dimension that contains 'matter', or perhaps more accurately ours is the only one that is 'real').

V5+ or V-1 (Elderich): Victor can theoretically continue up or down the scale of dimensions indefinitely. Coming into contact with dimensions and abilities above our current understanding. He may even be able to pass beyond dimension '0', and experience inverted dimensions. While mathematically interesting to think about, Victor himself has never appeared to do this and has been evasive about questions into the matter. We believe that whatever is in those states is of little use to Victor, as he is never seen employing any abilities outside of the V0 to V4 range.

Common Uses:

V0: When under threat he can revert to this form to prevent damage. In one documented instance he survived what would have been a road accident(deliberate hit?) by vanishing when an oncoming car would have hit him while crossing a street. Reappearing a moment later after the vehicle had passed through him.

V1: Victor can also use this form as an effective form of damage prevention, as the difference between his V0 and V1 forms 'intangibility only really take effect at the subatomic level. He uses this form frequently to 'teleport' through walls. most notably upon originally gaining his powers and escaping from his cell while serving time at Pak Sha Wan correctional facility.

V2: Although this form has several benefits the one thing that it can do better than any other is to act as an offensive weapon. In this form, each of his extremities becomes a peerlessly effective cutting implement. So effective, in fact, that limb-reattachment surgery on victims that have survived one of his attacks tend to be overwhelmingly successful, as there are little to no secondary injuries inflicted.

V4: Incomplete. Examples of previous use:
-Victor has been shown to manipulate distant objects while in a 4th-dimensional state. Being able to 'push' a bag of illegal substances into a lower dimension to be hidden while being searched, despite being six feet away from the bag at the time. It wasn't until archival footage of him was checked for audio anomalies that it was discovered that he could use his powers in this way.
-In one instance, to intimidate an ITDSA agent who was in the process of interrogating him, Victor was apparently able to manifest two identical copies of himself behind the agent. Although the agent reports that neither of the copies said or did anything in particular and that the original Victor 'seemed to take the lead for them'.
-In a fistfight with another metahuman, Victor was observed to vanish for view, before only his elbow manifested into his victim's face (at half the size, and presumably double the density, of his usual elbow), before Victor fully rematerialized a few fet away.
-Under controlled circumstances, at a firing range, footage was found of Victor practicing firing a gun whilst in the 4th dimension. The target was wearing body armor, and it was perceived that of the 6 shots fired 3 struck the target's armor and 3 hit the target without passing through the armor or outer layer of the target (it is believed that some of the bullets 'phased' through the armor in a higher dimension, before naturally returning to realspace inside the target).
-An report was filed of an ITDSA agent meeting with Victor to exchange information. The agent attempted to record footage of Victor via a hidden camera during the transaction, however, the recordings all appear to show the officer talking with empty space throughout the transaction. It isn't until the officer handed Victor a briefcase containing payment that Victor appeared to accidentally slip into 'realspace' and appear on the recording- allowing us to verify his pre-awakened identity.

Specialized Equipment:
Victor has access to illegal firearms and some Namidian tools, but nothing worth noting. It is believed that he has access to a significant amount of non-liquid equity in the form of contraband that he helps sell for the Triads. He is known to possess access to a currently unknown server network, where he stores his 'intel' on secure remote networks, which is his current primary source of income.

Specialized Training and Skills:
Victor is competent in the use of his powers and in self-defense. He is well used to working outside the law, and presumably has the skills and networks to avoid facing the legal repercussions for his actions. He is excellent at gaining information from diverse sources (primarily, from trading with other metahumans, and separating useful information out from baseless rumors). He has control over a small section of the HK triads, which is not expected to exceed 20 members- who mainly serve to enforce his own interests and enterprises rather than to act as a genuine fighting force.

Hypothesized Goal:
Although Victor seems to be focused on gaining money and avoiding repercussions for his lifestyle, there are all personality traits that were recorded before his awakening. Since his awakening, he appears to have a significant interest in gathering information about the 'metahuman process', even changing positions within his organization to information broker in order to do so. Based on the information we have exchanged with him he seems to have a strong interest in trying to predict the rate of new metahuman manifestations and in trying to understand the conditions that cause someone to gain certain powers. The reason why he desires this information is unknown.

Personality Profile:
Victor is untrustworthy and self-centered. He can be trusted to uphold his end of a deal to the best of his ability, but that is only because he knows that an information broker who gives out bad information will find themselves out of customers very quickly. If the immediate benefit of exploiting someone's trust outweighed the longer-term impact to his reputation we believe that he wouldn't hesitate to betray any one of our agents.

One blind spot to the is his apparent loyalty to the 14k Triad. He himself being incarcerated at one point because of his relationship with them, and then rejoining them immediately after escaping captivity. It is believed, however, that this ultimately is because of his self-serving nature and the knowledge that by climbing the ranks of the organisation he can acquire more status and power than he could otherwise.

He is upfront and direct in his approach to solving problems. Preferring to confront threats and issues head on, and usually with violence. Against non-metahumans he isn't shy about demonstrating his abilities in order to intimidate them, however it has been noted that he prefers to use intimidation to get his way than to genuinely consider attacking someone for the sake of his own convenience. This suggests that a good deal of his 'gangster' persona is false and mainly serves to keep people from thinking too hard about crossing him.

Background:
Born in Hong Kong, it is believed that Victor Soon was inducted into the Triad initially because of his parent's own relationship to the gang. His early life suggests a typical childhood, but evidently, his ambition outweighed his willingness to live within the law and after a number of minor offenses he was imprisoned within Pak Sha Wan correctional facility at the age of 26 for crimes involving Opium smuggling.

While inside, Victor was 'awakened' and gained his current powerset. The ITDSA maintains a presence within high population mundane prisons to help mitigate such an eventuallity, but as Victor was able to easily use his new abilities to phase through the walls of his cell without alerting any guards nothing could be done to prevent his escape.

Upon his return, Victor started to climb the ranks of the Triad quickly (Unsurprisingly, organized crime loves to have metahumans in their ranks). He worked within illegal goods smuggling, and internal enforcement for a while, but appeared to make a particular effort to get to his current role of information broker. Since then, he has been quietly accumulating information on new metahumans within the city and occasionally sharing it with others.

Awareness:
Yes. Victor is aware of us, but perhaps does not know of the full scope of our organization. It should be assumed that he knows a considerable amount about our metahuman operatives, however.

Threat Level: 5
The power ceiling of victors abilities is uncertain, but certainly in a very high category. For now he seems content to manage his own small slice of organized crime, but if he were ever forced into open confrontation the results could become difficult to handle.
