To start with broad strokes, Phoebe usually looks and acts exactly what she is: an average person who had greatness thrust upon her through chance. Her ascension improved her self-confidence, so at least she's acting on that gift rather than shyly hiding away with it, but her manner tends to be somewhat playful and unserious now that her life has gained a permanent undercurrent of surrealism.

Phoebe is Korean-American, with brown eyes and long hair that's naturally black but often dyed. It's currently brown. She's twenty-one years old, but her short stature and thin build make her look younger. She tends to play up her youthfulness with oversized clothing and a cheerful, mildly immature demeanor, as it serves her interests to slip under people's notice. Her ascension improved her looks, giving her a remarkably clear complexion, straightened posture, and the like, though not so far as to be especially unusual. It also fixed her poor eyesight, but she still wears oversized glasses as a fashion statement. She lives with her parents and her youngest sister, as she's the fourth of five kids. She was a junior college student pre-ascension, but dropped out to concentrate on sorting out herself and her new issues full-time.

While Phoebe enjoys catching people off guard, she hasn't made an outright secret of the fact that she's become a vigilante and enforcer of the peace in her neighborhood and surrounding areas. She has a rule about not killing humans that she's managed to stick to so far, which is slightly surprising since her approach to solving problems is shooting them. Guesses about her alternate identity range as far as Artemis on one side to the Punisher on the other, but while she presumably knows it herself she hasn't disclosed it.
