The Nosferatu known as Lucien Perreault serves as the local Bishop to the Diocese in Washington, D.C. A zealous leader of the Second Estate, he inspires unsettling feelings in many Kindred and Kine alike. He is rumored to be a master of the mystical arts of the Lancea Sanctum, who is not afraid to use them to ensure that the Sanctified's influence in the Praxis of the District of Columbia does not falter. He is not fond of the Acolytes, but tolerates them for the sake of upholding the truce between both Covenants, which remains in place but has been shaky as of late. Upon closer inspection, his skin seems to have a somewhat fish-like appearance, covered in tiny scales. He also happens to be the Regent of Cathedral Heights.
