'Dr Zero', as the papers have named him, looks the part. His body is not covered with ice, it's made of it. When he moves he constantly reforms in order to give his body motion. His clothes and goggles are actual part of his form. His eyes are not even solid, but glowing blue lights. Then there is the constant aura of cold that comes off him. Getting worse as people get closer.
