The Lady Isha Vasarzha should not be considered a Queen or Empress but rather, she is a visionary. She has a plan for this group of desert islanders on the edge of the world.  They will grow great not through War or conquest but by building a library and museum in the city of Ishole at the mouth of a river.  She hopes to find scholars and knowledge and encourage them to become a centre of trade and culture.

The other city of Oostral is built on desert islands in the sea where there is little of value save the beauty its artists create.

Where others might choose eagles, lions and bears as their emblems, the people of Insh'allah Isola (the name has a thousand spellings and a million meanings or so they claim) choose hummingbirds, irridescent butterflies, flowers and fish with bejewelled scales.

She has reached out to her neighbours to the south and West but there are more to the North and Northwest.  She longs to reach out to them as well but she is not yet sure who they are.
