Three Valleys- Shifter Freeform
Shifters are the last hope for Civilization:
Year: 2021, June
Location: Three Valleys (In what used to be Montana, Colorado, and Wyoming)
Premise: A Kodiak Shifter known as Devan Longclaw has created a safe haven in the midst of the chaos. He acts as a sort of Marshall, maintaining a code of the West sort of peace with the Shifter Clans that have come to settle here. Each Pack and Clan has their own territories of course, but Longclaw maintains the Shifter Justice in order to keep peace.
All Shifters are welcome as long as they abide by the rules- which are simple in the eyes of the old bear:
Rules of Three Valleys:
1- Rule 1: Pack takes care of their own: welfare and justice
2- Rule 2: Clans take care of their packs: Rule of the Clan aka Pack Law
3- Rule 3: If a Pack or Clan has an issue with another Pack or Clan that cannot be resolved through negotiation and or mediation- Judgement falls to Longclaw.
4- Rule 4: If a Pack can't control their own- the Pack will be disbanded by the Clan.
5- Rule 5: If the Clan will not control their own- an Alpha will be put in place that can or the offending party can leave Three Valleys.
6- Rule 6: By living in Three Valleys you are a member of the alliance and thus will abide by the Rules of Three Valleys.
7- Rule 7: Our job here is to preserve life- not end it.
History: The Rise of the Shifter
Shifters are immune. That was all the government was able to determine before the bureaucracy began to break down. The Gray Plague claimed nearly 70% of the world's population in the first three months of the outbreak. 228 Million Americans were dead by the fourth of July- much like rest of the world, the social structure fell apart. The remaining Human population is sterile- All except Shifters. Suddenly a species that once had to hide in the shadows have taken center stage as the last chance for society.
The United States has been divided. All Humans have been evacuated to the East Coast where the CDC can work through the disease. Any land West of the Mississippi has been dedicated to Shifter Packs. Europe and the other countries of the world have done much the same thing. It is estimated by 2080 the Human Race will be extinct (though no one is saying that publicly.)
The Western Lands have returned to the Wild West. Because of Shifter persecution, Clans have been spread and driven to the wind. Bit by bit Packs are forming, mates are being found, and the Shifter population is increasing even as Humans dwindle. In many respects the code of the West has returned, with Packs staking claim to property and striving to maintain that control while protecting the next generation.
Players can choose to create packs, alliances, and deal with tensions with other packs of the same race or other Shifter races. The goal of the Shifter communities remains in place- survive in a world where the population, social, economic, and governmental structure has imploded.
