The new dean of the university. A very serious minded individual who comes across as rather cold but has a softer side beneath the surface. He is very work driven.

He is the adopted father of Mio Carter. She was found wandering the streets of reading at a very young age. She was traced back to birth records in Okinawa, Japan but here parents were never discovered and eventually Lucius adopted here after a battle involving immigration and the Japanese embassy in London. He brought Mio up as a single parent.
