Blizzard's costume is a pale blue unitard with darker blue briefs.  The costume has white fur around the shoulders and upper chest, on the forearms, and around the upper part of his boots.  He wears a blue facemask that leaves his long white hair exposed.

Out of costume, Robert Ballard is a tall caucasian man with long unusually white hair which he often wears in a ponytail.  He often wears jeans, plain shirts and a tweed blazer.  He often has drawing pens in his shirt pocket.  Sometimes he wears licensed Ninjaman T-shirts.

Powers/Abilities:


Cold Control:
    Ice Armor: He can encase himself in ice that does not seem to
               impede his movement. The protection afforded by this
               ice is superior to that of a M113A2 APC but inferior
               to the M1A1 Abrams. You'll need something bigger than
               small arms if you hope to take him down while this is
               up, which is almost anytime he is in costume.
    Ice Slides: These slides enable him to move at just under 27 mph
               in combat situations and just under 54 mph in non
               combat situations. They do have a physical manifestation
               of ice and leave chunks of ice in the environment as a
               sigh of his passing.
    Ice Gauntlet: He can create a gauntlet of ice around his fist.
              This ice is dense and effectively doubles the
              effectiveness of his martial arts and natural strength.
    Ice Blast: His blast of ice can chill you to the bone with an
              effect similar to that of a concussive grenade without
              the explosive effect of such a grenade.
    Ice Block: He literally freezes the air around the target
               encasing them in a block of ice. No ordinary man
               could escape from this block.
    Blizzard: His namesake produces a localized Blizzard effect that
              hampers vision and movement in a 16 meter radius around
              him. He seems to be able to function perfectly normal
              within this Blizzard.
Vibration Control:
    Vibro-Blast: This concussive blast is similar into force to that
              of a concussive grenade without the explosive effect of
              a grenade.
    Pulse Vibro-Blast: This rapid fire consussive blast produces a
              burst of three consecutive blasts in rapid succession.
              Each blast is the equivalent of being exposded to a
              concussive grenade without the explosive effect of a
              grenade.
    Vibro-Phasing: He can vibrate the molecules of his body such that
              he can pass through any known substance. Given the high
              energy state of his molecules it is likely he is still
              vulnerable in such a state to sonic and vibration attacks.
    Vibro-Tunneling: Using his vibration ability he can pass through
              up to reinforced concrete at just over 11 mph. He does
              not seem to use this ability very much. Still he has used
              it on multiple occassions so we believe it to be something
              he is routinely capable of doing.
    Sympathetic Vibrations: He can increase the vibrations within an
               object to a level that will destroy the object. He has
               to date never used this ability on a living subject and
               this could indicate an unwillingness to kill on his part.

He can see heat apparently.
His Ice Armor affords him protection from intense heat and cold
His Ice Armor is especially dense making it difficult to knock him out
    of position during combat. This increase in density does not seem
    to affect his strength as such it is not believe he has the ability
    to alter his density.
He has an uncanny ability to detect vibrations and can function even
    if blinded.

He is trained in basic martial arts as are most Crusaders. This training
    combined with his ice gauntlet makes him capable of hitting with a force
    equal to that you might experience from being hit by a concussive
    grenade.
As part of his martial arts training he seems very skilled in Acrobatics
    and Breakfall. It is possible he is a gymist or has been one in the past.
