There was a corp called Scorpion known on the streets for running black ops out of La Jolla, for Biotechnica.  Particularly licensing enforcement.  He was an older man with a neatly trimmed mustache and thin, arched eyebrows, framed by a face like an eroded cliff, haphazardly put together from disparate features that make it seem almost cruel and arresting.  It seems, however, that he was killed in some internal dust-up with another department head and an executive.  Heard it was an old-school, Italian vendetta, and his cost him his life.

Phoenix looks like a younger version of that man, without all of the scars (though he still has many) and age-worn features.  He appears of average size and build, wearing generic brand jeans, work shirts over t-shirts, work boots, mirror shades, and a denim jacket.  However, somehow, he seems like he would appear more comfortable in a charcoal gray, or black, pinstripe, double-breasted suit and tie, of Italian cut (concealing the bulge of any weapons) and nicely shined wing-tipped Oxford shoes.
He is calm, quiet, and seemingly intellectual, seeming to be detached from everything around him, willing to ignore little slights and insults, as he quietly reads some book or another.  His movements are smooth and graceful, seeming to be those of a younger man, and always seems alert, without appearing on edge.
