The Heroes of New Babylon
In 1992 elections in Freedom City were held between the notoriously corrupt Franklin Moore and rising political star Michael OConnor Jr. O'Connor was favored by a landslide going into the elections, boosted by numerous scandals from within Moore's administration that revealed rampant waste, corruption, and ties to organized crime.Surprisingly despite a 20+ point lead going into the election, the results showed Moore winning by razor thin margins. Almost immediately there were allegations of election fraud with reports of intimidation at the polls, ballot box stuff and even an anonymous insider claiming that Moore's cronies had burned bags of ballots from districts that were especially unfavorable towards him. The outrage turned into riots and Moore declared martial law, dispensing the notoriously corrupt FCPD to enforce curfew and arrest troublemakers. During the riots and roundups many of Moore's most outspoken critics were arrested, injured, or even killed. Evidence of tampering quickly disappeared and the anonymous whistleblower went silent, either scared off or eliminated completely.
While lawsuits and federal investigations were launched in the meantime Moore had claimed victory and as the incumbent his political machine kept on churning, this time into overdrive. With honesty and integrity in short supply businesses started pulling out to find greener pastures that required fewer bribes and honest cops and civil workers started retiring or transferring out in record numbers. No matter how many civil servants left it seemed like Moore had plenty of cronies to fill in the gaps.
Things in Freedom City look grim as the honest citizens are being strangled by Moore's Law.
It has been 8 years since costumed vigilantism has been outlawed in Freedom City. Centurion has moved on to facing global threats. The Freedom League is nothing but an empty building. It is rumored that FORCE Ops, a group of masked vigilantes declared public enemies #1 due to their defiance of the anti-super hero laws were wiped out or eliminated during the riots. It seems like all hope has been lost.
From the ashes of Freedom will rise a new group of heroes. Unlikely individuals who will step up and declare once and for all: No Moore!
This game is set in an alternate timeline of Freedom City where Franklin Moore somehow wins a 3rd term, using the resulting chaos to clean house against many critics and enemies in the process. PCs will become involved in a horrible secret that threatens to destabilize the already fragile fabric of Freedom City unless they can step up and put a stop to it. However, doing the right thing means breaking the law and making enemies with the all-powerful Mayor.
Players will be street level heroes (PL6) facing off against criminals, corruption and chaos in these dark times.
