Isaac Waller was one of the first caitiff found by the Court during its early days in Portland. He was without allies, without a pedigree, and might've just been staked and left in the sun had Veronica Suarez not spoken out for him. Now, most basically consider him a Brujah that follows her, but he's never forgotten his origin. He's been an ally to the other Caitiff when he can, which has been made easier with his recent political advancement.
Chosen as a Hound by the Sheriff, hes become the only Caitiff with status, and hes gained a reputation for his deadly abilities. Many in Court have speculated who his sire might've been.
Is it a Toreador obsession? He's pretty enough. A Brujah's rage? He's lethal enough. A Malkavian's insanity? No one can be sure, and Isaac remains a curiosity while he remains a dog on a lease. Who knows what he'll be if let loose.
