In Court, Robert Payne is a loyal Seneschal to Prince Prescott. He handles the affairs, hushes the naysayers, brushes her social faux pas aside to move onto business. The Court would not function without him.

Outside of Court, he is just as efficient. He personally approves any and all new ghouls any Kindred chooses to create. Normally it's a standard procedure, automatic approval if you're in good graces with the Court. But he also knows how to make the black sheep suffer, to indebt the weak and unwilling, and control the power players and rivals. The Court still cannot function without him.

No one knows the true relationship between him and the Prince, whether they play a long game of chess between each other or if she's been manipulated by him all along. They do know that if he were ever to lose and disappear, the hole he left behind in the Court might spell the end of it.
