It is said that the River is haunted. A Black Beast stalks the night through the parks and nature preserves around it. Although the legend has not done enough to dissuade tourism from the beautiful nature preserves, parks, and golf courses that border the river on the northside of the city, it has never gone away. Hunters have attempted to drive out this mysterious wolf pack, rangers have attempted to light up the parks at night, construction crew have even tried to cut away the forest and drive away the natural habitat for animals. But that's never stopped the sightings during the blackest nights. And every now and then, a hiker, a hunter, or a construction worker goes missing, lost in the wilderness forever.

Wilhemina Porter has hunted on the edge of Portland long before the Camarilla came into the city. She made a reputation for herself among the Sabbat and kine as the Black Beast, vicious and unrelenting. Her habits didn't change when the Camarilla moved in, just her enemies. But surprisingly, now she had allies. The Anarch Rebellion of Portland caused a massive upheaval in the city, one which Wilhemina took advantage of to make an absolute mess in the heart of Downtown. She became a heroic figure for many Anarch Gangrel who admired her existence. She is now the Anarch Emissary, the rallying cry and war drummer. And she is more powerful than she has ever been before.
