To Reign in Hell [Urban Shadows]

The various factions of Bay City has known decades of tense, tenuous peace. The underworld was united under the iron fist of the Sulejmani Crime Family (ruled from the shadows by a Clan of old and powerful vampires). The financial and business sectors were shepherded by a loose confederation of wizard cabals. And City Hall, under the direction of the Oberman political dynasty, kept everything in check. Conflict is bad for business, so everyone was invested in making sure everything stayed nice and calm, to keep the money and the power moving to the people at the top.

And then, less than a year ago, the Elder vampire Konstandin Sulejmani and his seven progeny were slain in one night by an unknown assailant. Immediately the leadership of the Family collapsed and the vast criminal apparatus split and balkanized and fell to violent infighting. In the chaos, the two largest cabals of wizards (a multi-cabal order of of hermetic Kabbalists and a large group of math-based 'money mages') joined forces, called themselves the Hegemony and seized most of the city's sources of magical power. In response to the sudden increase in street violence, City Hall unleashed highly militarized police force with broad powers and little oversight.

These days, the streets aren't safe. Everyday the newspapers scream out shootings! Bombings! Political assassinations! The financial and economic sectors have been disrupted by the Hegemony solidifying its control, causing widespread unemployment and homelessness and soaring prices and shortages on goods of all kinds. And all around are the soldiers of The Unit ("Special Forces Police Unit for the Application and Execution of Extraordinary Measures"), highly trained, heavily armed, and who always seem to know a little more than they should about the 'real' world that roils beneath the surface.

As a mayoral election looms, and social unrest increases, there is danger everywhere.

But there is also opportunity.
