Description:

Superhero costume: Street clothes over low profile body armor.

Allegiances: Batman's Alliance, personal loyalty to Batman

Weapons: Sword, quarterstaff, tranquilizer pistol (concealed), and flashbangs as standard.
Variable gadgets on a mission-by-mission basis, mostly sourced from Batman (though not his personal bat-gadgets).

Powers:

Imperceptibility: Nevermore is incapable of being perceived or remembered unless he directly draws attention to his presence.  When Nevermore is not directly within view of an individual, his presence, existence, and any memories of him completely disappear.

Undetectability: Nevermore's abilities also interfere with individuals' aim and targeting telemetry of mechanical devices, making it impossible to intentionally target him.

Both of these powers are constantly active, though Leonard is capable of excluding a small number of individuals from their effects - never more than a dozen at a time.  Batman, Nightwing, and his parents permanently occupy four of these slots.

Abilities:

* Well trained at judo, karate, traditional European swordsmanship, and with the quarterstaff.

* Solid marksmanship.

* Excellent aim with thrown objects.

* Superior strength and fitness, on par with a professional athlete.

Weaknesses:

* Other than his power, Leonard is a baseline human - one in excellent condition, but well within human norms.

Personality: Mischievous, playful, and cheerful, akin to the more good-natured kitsune.  Leonard is highly intelligent, but still within human norms - he's Mensa smart, not superhero smart.  Actively heroic, driven to help others because it's the right thing to do.

Backstory:

1994: Born to Andrew and Emily Moore in Gotham.

2011: While a high school junior, Leonard's powers begin to manifest, and he can exclude himself from notice with moderate effort.  Driven by an innate heroic nature, Leonard acted as a low-level street hero, breaking up minor crimes.  Though his actions were unnoticed, the results were not - Batman noticed the inexplicable decrease in petty crime and tracked Leonard down.

2012: Given support by Batman (funding, directed to proper instructors, quality mundane equipment) Leonard graduated high school and began training as a hero, though one otherwise unaffiliated with the Batfamily.  Given both Batman's leanings and Leonard's powers, he focused on investigation and sabotage.

2014: Leonard's powers develop to a point where his default state is Forgotten, though there are no limits on how many he can exclude.

2016: By now fully trained and acting mostly in New England, though still effectively kept on retainer by Batman, Leonard's powers have stabilized.  He is utterly Forgotten, incapable of being noticed even temporarily unless he draws attention to himself, and slips from notice once unobserved.  Leonard can exclude up to a dozen people from his powers routinely, though only four remain constant: Batman, Nightwing, and his parents.

2017: As an existing asset of Batman's, Leonard was automatically included in Batman's alliance of heroes.
