Arthur is incredibly valuable to Sanctuary as he seems to be the only one who can get in and out and, more importantly, take others hither and yon.  It's a position of importance to be sure but he does nothing to use said power.  He's not on the Council, doesn't want to be.  Arthur has been here longer than anyone besides Tina (who he almost always defers to) as far as anyone knows.  He's got a small apartment, just like everyone else.  Admittedly, his apartment has quite a few more cushy luxuries than most.  Like a big flat screen TV, some gaming consoles and big speakers...
