Dr. Hart is a retired UCAS combat medic. She runs a free clinic on the border of Auburn Blight that is constantly full with victims of gang violence and muggings. She has to operate off the books as Ares and the UCAS would rather dump bodies quietly in the gutter than admit that their crown jewel of a city isn't nearly as safe as the propaganda says it is. Dr. Hart is  gruff without patience or anything resembling a bed-side manner but that is mainly because there is always another patient dying on a  bed or in the lobby waiting to be treated.
