The time for change was at hand. Prisons have become overpopulated and it was time for a change. The department of Corrections had built a new facility on an Island that would be experimental. Inmates from all over would be included as well as new offenders. Also they would be no one level. Max or min security. Five years to life. Male, Female or other.Both the Warden and Head CO are new to their position. In truth the Board wants it to fail, but the Warden is innovative and wants to succeed. Now who will join this little experiment.
