Codename:  Deadeye

Real Name:  Deadeye is believed to be Vanya Moens, a medical student who went missing.  See addendum.

Sexual Preferences:  Homosexual.

• Subject is known to be assertive and is reported to favor other assertive women, preferring a feminine appearance.
  
• Subject is reported to be aroused by demonstrations of martial prowess by another female subject.
  
• Female field agents may be able to distract subject with sexual congress, but this will almost certainly blow the agent’s cover.
  
• Subject is known to keep a tally of how many women she has slept with from various enforcement agencies.
  
• Psychological profile suggests that aggressive behavior and relative promiscuity is a more recent trait.

Physical Description:  Subject is female, 5 feet 5 inches or 165 cm tall, weight unknown.  Caucasian, black hair, dark blue eyes.  Identifying marks:

• Many scars.  See addendum for list of all known scars.  Most recognizable are a cut on the right cheek and a small burn on clavicle.
  
• Tattoo, right bicep.  See photograph.
  
• Subject keeps hair long, and maintains teeth, fingernails and hair meticulously.
  
• Has been known to dye hair.  Unknown whether this is meant as a disguise or out of personal preference.

Equipment:

• Subject’s public appearance varies, but always includes an armored vest, black in color, covered with the logo of a while skull with a bullet hole in its forehead.
  
• Subject is most commonly seen in military battlesuit, often with components fitted with the skull logo, and full web gear.
  
• Subject is considered heavily armed and very dangerous.  Agents should expect conventional small arms, both commercial and those restricted to military usage.
  
• Subject is also known to use experimental weapons, energy weapons, imperial era weapons (various countries), medieval era weapons, Renaissance era weapons, alien weapons, bows and crossbows, and improvised weapons such as sports equipment.
  
• Subject is known to dress up or down while on mission to better infiltrate.  Subject has been known to wear anything from a tank top and cut off jeans to formal evening gowns, but the black armor and skull logo are ever present.

Psychological profile:  A formal assessment of subject’s mental state has not been completed, but subject is believed to be a psychopath by experts.

• Subject is often described as brash, bold, charming, though sometimes to the extent it induces revulsion in observer.  Subject is extremely violent and is believed to be planning a mass casualty event, though so far casualties induced by the subject have had minimum lethality.
  
• Subject believes it is her purpose to liquidate any individuals who inflict pain or suffering on others.  Serial killers, organized crime members, and corrupt public officials are common targets, though subject will sometimes vary and apply her skills to superhuman threats to civilians.
  
• Subject is indifferent to ethnicity, sex/gender, origin, political affiliation or religious creed in victims, exhibiting no known pattern in victim selection other than criminal activity.
  
• Subject professes religious, political and ideological agnosticism or indifference on all known subjects except vigilantism related ones.
  
• Analysts are still trying to understand how an obvious violent psychopath has a statistically lower fatality rate than other known vigilantes (by two standard errors).  Statistical modeling indicates exceptionally low probability of an individual with this psychological profile being so safe to the public.
  
• Subject is usually easy going, but hyper focused.  Subject is known to train constantly, learning new skills, mastering weapons, studying anything useful to her vigilantism.
  
• Subject is known to be erratic when irked, or when she knows agents are active, in specific ways to annoy or distract others.
  
• Agents have documented several notable incidents of subject acting to save civilians the subject considered “innocent”.
  
• Subject is known to show fascination with physical fitness and keeps in peak condition.
  
• Subject is known to have a massive collection of all kinds of weapons and claims to even own the pistol Adolf Hitler used to commit suicide, but veracity of this claim is doubtful.
  
• Subject is known to have trained in martial arts extensively, though is not considered an unarmed specialist.  However subject is advanced in proficiency of various hand to hand weapons such as swords, staves, truncheons, chains, etc.
  
• Subject has penchant for manicures and pedicures and is known to have extensive knowledge of criminal law, investing, and medicine.  Speculated to be highly intelligent.
  
• Subject purportedly has a large shoe collection (women’s size 8), though this has never been verified.
  
• Subject has been known to frequent performances by small metal bands, and has a strong like of older music in that genre with Black Sabbath, Judas Priest, Iron Maiden, and Metallica noted as favorites.
  
• Psychological profile is hypothesized to be consistent with a trauma victim.  Subject has when pressed admitted something terrible happened to her recently.  See Analyst Report.

Analyst Report:  Deadeye is believed with an excess of 99 percent certainty to be Vanya Moens, a young pre-medical student at the University of Notre Dame.  Vanya Moens was engaged to Clare Morgan, who was enrolled in the Boston police academy at the time of the inciting incident.  See copies of marriage ceremony invitations in addendum.  A separate file has been created for Clare Morgan, as analysts believe studying her may lend insight into Deadshot’s motivations.

Vanya Moens was the youngest child and only female offspring of Detective Henry Moens and Martha Moens (who served as a police dispatcher).  Vanya Moens had four older brothers, who had all become police officers.  In addition, both of her uncles were police officers, one of her aunts worked in parking enforcement, and her grandfathers were both sheriffs.

Detective Moens had retired just two years before Vanya Moens enrolled at Notre Dame.  In his career, he made many key arrests that contributed to the eventual downfall of the Kumarin crime syndicate.  See addendum for case notes.  Dima Kumarin ordered a hit of the Moens family from prison as revenge, and in one night all surviving Moens were killed in a coordinated strike, except for Vanya.  The hitman sent to kill her was less experienced and instead killed Clare Morgan, who he mistook for his intended target.

Vanya Moens was not found by investigators at the time and was believed missing (and officially still is).  Analysts are unsure exactly what happened at that time, but it is known that Henry Moens had extensive contacts from his military and police service, people extremely likely to help his daughter in obtaining training, weapons and resources.

The physical similarities between Vanya Moens and Deadeye are all but outright proof they are the same woman, as is the psychological profile of a victim of this kind of trauma.

Known capabilities:

Probability manipulation (speculated) – Though it has never been confirmed, analysts believe Deadeye to be metahuman with the ability to manipulate probability subconsciously.  Though this theory cannot be proven, it fits her modus operandi, known abilities and past performance perfectly.   Analysts are unsure whether subject can manipulate probability outside of a limited context, though some speculate that Vanya Moens acceptance into Notre Dame on a full scholarship, her engagement to Clare Morgan, her parent’s easy acceptance of her lesbianism, and the hitman mistaking Clare Morgan for her are all statistically incredibly unlikely events, especially to all occur to the same individual.

What is more certain is that Deadeye can make any weapon she uses do incredible but still plausible things at the limit of its capabilities.  She has broken the world record for longest shot three times, and has been known to attack criminals with incredible precision, landing shots that incapacitate completely yet ultimately prove to be nonlethal.  She is also known for “misses” which trigger environmental hazards that detain, harm or otherwise stop her victims.  It is hypothesized Deadeye subconsciously does not actually wish to harm her victims any more than necessary by some analysts, and thus manipulates probability to use her deadly arsenal in unconventional ways.

It is hypothesized this ability also manifests in foes constantly slipping, tripping or missing against her, or there always being a convenient bit of cover to protect her, as she seems incredibly resilient even in combat against much more powerful super beings and always seems to be in the best position to survive or avoid anything.  She combines this with a high level of mundane proficiency to devastating effect in personal combat.  She is also known to sometimes have the exact weapon, tool or object needed in a given situation, though this seems to be more probable when she is prepared or knowledgeable of her opponent.

Deadeye claims to have no superhuman or metahuman abilities whatsoever and simply believes she is just that good.  When pressed to explain why her targets don’t die after she uses such lethal weaponry on them, she simply responds she wanted to teach them a lesson.  Analysts cannot rule out the possibility as anything Deadeye has ever done was physically possible, however unlikely.

Underground connections - Deadeye is known to have extensive connections to illegal tech, weapons and gear.  Some of her support comes from the victims of corruption and violent crime who believe in her mission.  Deadeye also funds her vengeance from confiscating the ill-gotten gains of her criminal victims and investing them, and generally doesn't spend very much on herself at all, typically living or squatting in places people aren't meant to live like rented warehouses.

Subject is known to be able to find anything on the black market from weapons to information, and agents speculate her ability to manipulate luck mean she usually finds what she needs.

Training and Conditioning - Subject exhibits peak human performance and physical capabilities, though is not known to go beyond human limitations.   Subject’s extreme proficiency with weapons is most notable, but she also has an array of investigative and combat skills, specializing in finding those who don't want to be found and information others wish to conceal.    Subject has received instruction in everything from how to pick a lock to jujitsu and is constantly seeking more training.  Subject was a former premed student and is known to be an effective combat medic.

Heavily Armed – Subject has an unknown number of stashes, safehouses, secret supporters and hidey holes in an unknown number of locations.  Subject is known to have ready and constant access to firearms, explosives, body armor, clothes, cash and useful field supplies.  Subject is believed to be independently wealthy, but spends all the proceeds on equipment, training and preparedness.  Subject is always considered armed and extremely dangerous.
